Late response sorry, hope you still see this.

There are two parts to the Privacy Act in terms of procedures and I think you're getting mixed up:

There are 10 National Privacy Principles and 11 Information Privacy Principles

You don't really need to know these, but I guess it's good knowledge just in case.
