So I am desperately wanting to get into Commerce at Monash, but at this point am enrolled to Business at Monash.
I got an atar of 90.15 and the clearly in for Commerce at Monash was 90.30, I also did the pre-req subjects BUT I missed out on a first round and second round offer... I'm wondering if anyone has has any experience getting an offer by means other than receiving one off the bat? for example calling up the uni and negotiating an offer after explaining their specific circumstances. Any tips/advice on how I could go about squeezing an offer out of the Uni?

To the best of my knowledge, you can't do that and will have to stick around with a BBus for at least 6 months when you can then try for a mid-year transfer.

No midyear entry for Commerce at Monash, you'll have to wait until the next semester 1 intake. And no, generally you cannot transfer without equivalent pre-requisites.

If you're ever unsure about anything like that, best to go see a course advisor (if you are at Monash) or email the Faculty (if you are prospective student).

I know this is super late post, but mid year entry for Monash exists, but only if you're transferring from a Monash degree. You need to have minimum WAM of 70. If you hadn't done maths methods / spec. in HS, you gotta do a maths bridging course first.
