Hi there! For me personally, buying TSFX notes was possibly the best investment I made into Chem. I highly recommend them because they give you very in-depth explanations and cover the course well (sometimes they go overboard, but hey I'm fine with that). You definitely don't have to go to the lectures to get the full benefit of their notes.
They are good to help you with understanding the chem theory, I found that it included quite a lot of information that my textbook skimmed over (Heinemann I believe).
In addition my teacher was completely hopeless so I relied on them heavily particularly in Unit 3, which I found to be self-explanatory and half of Unit 4. The last bit of Unit 4 (redox, etc.) I wasn't confident tackling on my own so I had a tutor for that.
Checkpoints are good to do throughout the year, which is what I did to thoroughly revise before every SAC. Questions wise, I didn't find the TSFX ones as good.
Not sure about NEAP notes although I did go to their English lecture and only found them mediocre.
