Ethics & Legal Obligations Question - Unit 3 Sac.

Hi everyone,
i just received my unit 3 sac back and was wondering if Safety was an ethics obligation a person who was designing a chair for a public area need to consider?
I said that they had to consider the safety of the users of the chair. E.g: has to withhold their weight, has to be visible, etc.
