The exam paper says one folded A3 sheet, or 2 A4 sheets, does this imply that they can be double sided? ie. We get 4 A4 sides of notes?

Yup! From what I understand, the sheets have to connected somehow, either tape, or staple, or it being one sheet of paper (A3). I recommend getting a sheet of A3 paper and folding it into segments.

Yep :)
(to be clear: For Physics you are allowed four A4 sheets (single sided) but they must be stuck together so basically it is 1A3 sheet (double sided).)
