apologies if this is in the wrong thread, but it is true that if you don't achieve the required result to get into the course you want, you can pay and get in ?

Pretty much false. Monash doesn't have full-fee undergraduate spots for people who don't meet the CSP criteria. You may have to try a private university such as Bond University.

100% False, even then, "paying to get in" still requires you to be of a certain standard.

Full fee courses have been illegal for undergraduates for easily 5-10 years now.

In the old days, they were legal. They are also currently legal for post-grad courses. How it works is that the CSP place is more in demand so requires a higher ATAR. Less people want to pay $25,000 a year so the full fee place is often offered at a lower ATAR WAM (thanks amalgam), Even then though, it only drops it by a certain amount.

You can do diplomas at monash college which are equivalent to first year uni and gain you access into second year courses. These are full fee and have lower atar requirements than the bachelor degrees e.g. for engineering you only need a 70 atar. I had the diploma of science on my preferences until I found out it was full fee. They have diplomas in arts, commerce, business, IT, engineering and science. I wouldn't recommend this unless your rich.
