SSAF, need assistance

So across the year, with each invoice, i have SSAF as fee, and the census/incurral date is by 31st Dec 2015
Does this mean i have to pay it by the 31st without incurring a fee?

I applied for SA-HELP earlier in the year and was approved.

'If you do not pay the amount owing by the census/incurral date you will incur a HELP debt to the Australian Taxation Office."
What's the difference between a HELP debt and SA-HELP debt?

HECS-HELP = Defer your course fees and start paying them when you reach a certain threshold (~$50k a year income). Used for deferring your subject fees.

SA-HELP = Student Amenities Help, similar scheme which adds onto your debt. Used for deferring the student services fees each year.

If you have applied for SA-HELP, then the student amenities fees that you incur each year will add onto your overall HELP debt. No action is needed if it's approved.
