With second round, will there always be offers from each course or is it only in the case where some first round offers get rejected? And did the clearly in go down after the first round every time?

What makes you say it will go up? Because nobody can know for sure what will happen.

I don't think anyone knows the deets with second round offers. It could be they do it to fill the gaps, maybe some always do, maybe some never do. However, the clearly-in doesn't change. They just work down the ATAR list until they fill their quota for second round offers.

The clearly-in simply tells you what you needed to be accepted in the first round offer of that year.
