I think the best time is right after a lecture for the same subject (depending on whether the tutorial covers content taught on the same week or the previous week).

When I did my undergraduate degree, I tried to keep my subject classes all in a block so that you'd either have a tutorial then a lecture or the other way around. Saves you having to then go back and re-learn the content for the tutorial later on.

If you can't choose a time right before/after a lecture, aim to do it on the same day as one of your lectures at least (this is what strategy I adopted).

In my opinion, doing them earlier in the day is best. I had a 4:15 tute in first year and by that point in the day very little productive work was going to happen. Also, I've found doing tutes earlier in the week to be a good idea. In tutorials you usually cover work from the previous week so if your tute is on a Friday you may be working on content from almost 2 weeks ago. It's better to do it on the Monday when it's fresh. Well, I found that for maths at least. Also the urge to ditch class is generally greater Friday than Monday or Tuesday.

Hello,
After reading what you said it kinda worries me. I enrolled in chemistry tutorial on the Friday, and the notion of it being based on lectures two weeks ago almost makes the whole class redundant. As the last chem lecture is on the friday, is it possible to know whether or not the tutorial on Friday will cover the material of its own week. This tutorial is straight after the last lecture.

ffs, this timetabling thing is making me consider going to monash.

You won't know until you go to the first tutorial or if you know someone that's already done the subject.

Tutorials are usually based on lecture content from the same week OR the previous week, so you can see how a Friday tutorial may look. You might have a lecture on the Monday, but since your tutorial is on a Friday, you could be waiting nearly two weeks to apply the content you've learnt from that lecture in the tutorial.

You could always email the lecturer or unit coordinator for that subject since they'll be organising the structure of the lectures/tutorials.
