Best place to start when looking for an oral topic is here:
2016 Oral Topics If nothing pops at you (didnt check to see if there was anything about immigration detention), you could also consult Lord Google and read up on a few articles (published post September obviously) and there should be some aspect of the issue that they address that you wanna discuss.
Personally, I did "As a developed country, Australia has a responsibility to increase its refugee intake" after the whole Syrian refugee stuff overseas and our own draconian "Stop the Boats!" policy after I read up on some articles about these cute little kids who had been displaced from their homes because of civil war in Syria.
I originally went in thinking I wanted to discuss something immigration related and the whole refugee thing just popped out at me.
So basically: read a few articles and something should pop out at you as something you want to discuss cuz you wanna choose something you're passionate about and interested in because those speeches are always the most engaging.
Good luck!
