NEAP is definitely harder to or equal to VCAA in most of their exams, and each other brand has their hard exams and their slightly easier exams (IMO, don't do spesh but from a friend who 50'd spesh)
Heard TSFX is pretty difficulty, but you should check out itute and kilbaha (goggle might have some old ones, search around? )
