Difference Between Questions

What is the difference between:

1) Explain one reason why we have a court hierarchy.

2) Outline one reason for a court hierarchy

Note: I'm not skeptical about the taskword, but the substance.

The substance for both will be exactly the same. They're asking for the same thing.

Usually the mark allocation will be different for those task words: 'outline' usually gets 1 mark (maybe 2 marks), while 'explain' gets 2 marks (maybe 3). The content will therefore differ in that 'explain' will require more detail.
