Scaling process/ formula

From the scaling report they give the mean and standard deviation of scaled scores.
I am trying to figure out how to scale a raw score to a scaled score but cannot figure out how.
Does anyone know??
I did find the z-score, then multiply by SD and add th mean.
But this scales evenly throughout rather than scaling less further from the mean.

Anyone know??

Its a mystery. Only the likes of Euler or Newton would be able to solve it.
