Are you allowed to make folds in dictionaries for exams?

Would I be allowed to fold a page in my dictionary to 'highlight' or bring focus to a certain entry in the dictionary. The navigator says "Dictionaries must not contain any highlighting, annotation or tabs that are not part of the original publication" so this doesn't seem to go against any rules.

Personally I think it is likely VCAA would construe folding a page as 'tabbing' the dictionary, so I would be careful on this one.

Just as an aside, don't get caught up with using complex language, it's preferable to express complex ideas instead because that is where the vast majority of the marks are. I recommend just using your dictionary to double check any meanings of things in the prompts/stimulus material that you may be unsure of — ideally you should be comfortable enough with the language you are using to be certain of the spelling and meaning of everything that you write without the assistance of a dictionary
