Well lactate entry to the bloodstream increases as exercise intensity increases, yet this is balanced by lactate removal increasing with increasing intensity - until a certain point. Beyond the point at which lactate removal can balance lactate entry to the bloodstream, lactate accumulates exponentially. The maximum intensity at which entry/removal  of lactate are balanced is known as lactate inflection point (LIP).
Note, lactate is produced/present at rest (albeit in very tiny amounts)
Also, lactate itself does not cause fatigue - rather, H+ does.
