These powers also infringe on our individual rights, ever so slightly, so they are an effective representation of what we deem acceptable in society (morals) and the measures we are willing to take to enforce that (ethics) - The recent (last 10 years) amendments to LEPRA targeted towards terrorism are a great example of how these boundaries can shift over time
