lol these questions are very stupid. I wouldn't worry about the technique. It's really all just subbing in and trial and error. However perhaps this may minimize the guess work:

2.) Notice that all the alternatives are integers.

3a=2(1-b)

This implies that a  must be a multiple of 2. This leaves C,D or E. It also implies that (1-b) must be a multiple of 3, out of C,D,E this is only true for C and E only. Hence plug in those two and see which works. LOL this is being too creative and not spec-like.
