Just to add on to what everyone else is saying (which is perfectly correct), I'll also try to explain it briefly as well.
Positive --> provision of something
Negative --> removal of something
Therefore, positive punishment will be the provision of something (e.g. an electric shock) to reduce the likelihood of the undesired response occurring again
Negative punishment will be the removal of something (e.g. money) to reduce the likelihood of the undesired response occurring again.
So when you 'receive' a fine. The piece of paper that says 'fine' does not do anything. Instead, it is TAKING AWAY your money. Therefore, it is negative punishment (response cost).
