Help required in Graphs and Relations!!!

I am in need of assistance in one particular area in Graphs and Relations.

There is a question:

Let x= chairs
Let y= tables

There must be at least 6 chairs for every 1 table.
I always make the inequality incorrect. I would do y≤6x but its y≤(1/6)x
I get the logical reasoning from subbing in values for Multiple Choice but what if I'm asked to prove? I don't know how to get this correct answer
Please help, exams in 4 days and I need some clarification

Let the ratio between the chairs and the table be x:y = 6:1
Thus, x/y = 6/1
x = 6y
Therefore, that leaves: y = (1/6)x, relating it back to the fact that y <= (1/6)x
