Language Analysis Introduction

Hi,

I have an essay to write (language analysis) about over the counter ban on low dose codeine products. I am struggling with the introduction, I know it may sounds "stupid" or whatever but I don't know how to start by introducing the issue. Also, the author is "for" the ban and same thing, I don't know how to mention that. If anyone could help me it would awesome.
 [I know that I need to include the issue, background, contention, target audience, tone and a sentence about the second article.]

I think an interesting opening sentence can convey the idea that you are already in command of the analysis, so I'd try to make the first sentence a summary type statement but also a kind of overview of the issue.  E.g. "Safety concerns about over the counter codeine based products have led to new restrictions on the sale of these drugs."
