Well it's more of a case of how much complexity you've got. 8 is definitely possible with 3. 9, and especially 10 is generally only achievable with 4 from what I've seen. However, it might be possible if you've got 3 ridiculously good paragraphs.

I seem to remember writing 1200 words (4 pages) for each section, though this was before context, back when there were two text responses. I think one text response had 3 body paragraphs and the other 4, though it's quite possible that it was 4 and 5 instead or something. Issues analysis was 2 and a half pages, letter to the editor thingy was a page and a half.

Sounds more like 4 and 5. Otherwise to fill 1200 words, you would have had to have pretty bulky paragraphs =\
