Based on this, I'm assuming that your topic is serious, and that your speech will be quite formal? Some useful devices are: hypothetical scenarios/imagery ("imagine..."), shocking statistics, heart-wrenching/enlightening anecdotes, or a barrage of emotive words.
Experiment!
If you can't think of the perfect start yet, just write the rest of your speech first and then come back to it (I used to do this, too). Often when you write the bulk of your speech - the actual meat of your speech - you will have an even more complete understanding of what it is you want your audience to take away from your presentation. That can then guide you in deciding how to launch off your whole speech.
