In terms of the Access Melbourne atar requirement for courses like bachelor of commerce which is 88 (but the minimum atar is 93.05 in 2019), if I am eligible for just ONE (as I am only eligible for that specific category) category of the SEAS application, does that mean I can get into the course with an atar of 88 or higher?

Depends on your circumstances... though one thing I'd note that was explicitly stated by my international finance lecturer is that your career will be determined by your work ethic - not your atar - and half the reason you go to uni is to learn to work... but focus on working hard to get the best possible atar and if you do Eco post q's in thread =)
