What is the difference between neural and synaptic plasticity???

Neural plasticity is the ability of the brain to change its structure/function over time, whereas synaptic placticity refers to the changing in strength of the synapse over time. You could say synaptic placticity is a subset of neural plasticity.

Absolutely! Synaptic plasticity is a more microscopic view, essentially you get a positive correlation between the two.
