Yes, it is likely to get an offer - although not 100% certain as the lowest selection rank can change.

It is also important to note the distinction between the lowest SELECTION RANK and the lowest ATAR. The lowest atar is below the lowest selection rank so if you have an atar between these two values you generally need added bonuses/seas to get a first-round offer.
