What would this be classified as?

Hello!
I was analysing a section B text and I am not sure what metalanguage would be used to describe, "speaking of gold-". This starts off a new paragraph so it goes like this, "Speaking of gold - this is of course the main reason this part of Australia was populated in the first place".
Is it a sentence fragment or a phrase?
