Help with Insight 2007 question, please!

I am having trouble understanding the solutions for Q3(f). The step I'm confused about is where the arrow is, I can't figure out where the pi came from. The solutions are attached.

Any help would be much appreciated! :)

It is because is equal to some negative number since

The 2nd quadrant is where is negative. Thus the
