Is the Personal Information form compulsory to fill in? Because I've just logged on to VTAC for the first time in a while to find it under the Unsubmitted applications....

Generally speaking, the Personal Information (PI) is filled out by non-year 12 students.  However, top be sure, I would go to the VTAC Guide and check the extra requirements for the courses you are interested in.
