Simple boxplot question

In Checkpoint 2010, there's a question regarding to boxplot - A1 Core question 23 .

"The number of customers who spent more than 90 seconds moving along this aisle is closest to"
a) 7 b) 20 c) 26 d) 75 e) 79

Basically, the boxplot shows that there're 79 customers, upper whisker starts from 90 along with 7 outliers in the end.
So what i did was (79 - 7) x 0.25 + 7 = 25
But the answer shows that it's 79 x 0.25 = 19.75 = B

HMMM i thought the body and whiskers of the box does not include outliers?
