In an experiment 100g of water was places in a calorimeter, and heated using a 6V battery, voltage and amp readings all showed that as time progressed the reading would decrease slowly. How do we explain the occurrence of this?

Also why does water have SHC of 4.18 which is unusually high compared to other substances?

The relatively high SHC is due to the H bonds between the water molecules. They require a lot more energy to break compared to dispersion forces, dipoles, etc.
