Is first priority given to students with a clearly ATAR and Access Melbourne applicants? The Access applicants must get it because they are guaranteed (met all the requirements). So the remainder of the places are given to those below the clearly in ?

I think it works like... Bachelor of Science has a quota of x amount of students. 1st priority is given to any National Scholars, Access Applicants, Kwong Lee Dow peeps, International Students above the minimum enter and finally all the approved seas applicants. Then the rest of the students will be considered until the quota is filled. The lowest ATAR out of the rest of the students, determines what the clearly in will be. No other student will be considered under the clearly-in, and in the case that vacancies do become available, consideration will be given to Seas applicants only.
And Yes, Prerequisites apply to everyone no matter what there "title is" so this must be met to be eligible for acceptance into the course, like all other courses.
Nobody can be sure except for the selection officers themselves and maybe some VTAC employees - though don't be too certain since VTAC only acts on the institutions behalf. When it comes to selection, the institutions have it their way.
I would imagine normal domestic students are considered last. I think in every course there will be a quota for international students and a quota for domestic students because that way there isn't an imbalance.
Also, keep in mind that second round offers work differently from other universities. UoM is the only university in Victoria that only gives out second round offers to Access Melbourne (SEAS applicants)
only. No one else is considered so that's why very few second round offers are issued.
