No, they would then only consider your ENTER if you have not completed 1 yr full time.

What if you get a low ENTER (Maybe around 80-85) but you got the right average to get in the course, does that mean you're still rejected?

No, once you've completed a full year of university (8 credit points) your enter doesn't really matter for entry into the degree, mainly they only consider your average at uni.
But if you attempt to enter mid-semester in your first year then they mainly only look at your enter score.

Is it better though, if you just finish a whole year in other unis then just transfer to melb uni after that?

If you wouldn't have made it into UoM Comm with your ATAR in the first place, then your chances at mid year are pretty slim. It's better to finish a whole year at another University before transferring if your ATAR does not touch the clearly in for UoM.

Are you sure about that? When I was looking at the Melb Uni midyear transfer page at June or so, they had a list of the indicative WAM you would need to be considered for midyear..

Like 72 for commerce, 70 for science and stuff
2010 - 2013: Bachelor of Software Engineering - Monash (completed w/ alternative exit to B. Comp Sci)
2014 - 2016: Master of Laws (Juris Doctor) - Monash

Not everyone transferring midyear is a 1st year student.

If you've done less than a year full time, then yeah, generally your high school results are still more important
