What if you do the late applications?

For the Commonwealth Education Cost Scholarships it says...
Late applications open 16 December 2008 and close 20 February 2009.

Would late applications disadvantage you? Or would they just go by who needs it the most?
And when would you find out?

I just found this... :(

Although scholarship applications close on 31 October 2008, late applications for some scholarships will be accepted from Tuesday 16 December, 2008. Late applications will only be considered if there are scholarships still available.

Disadvantaged  :'(
