Well then the cell is fully charged, you would expect it to be a beginning of a redox reaction, so and would exist in greatest concentration, then undergo the basic redox reaction and decrease in concentration.

Same if you read fully charged as the end of Electrolysis. Top reaction will be going backwards and bottom forwards in a electrolytic cell, so when it ends, you end up with those 2 being the highest concentration.

Hope it makes sense.

And for the next question, since the top line goes backwards and bottom forwards, just swap the the top and combine it.
