It'll all depend on ranking. If you're able to maintain first rank (and judging by those marks, that looks likely), then your SAC marks will be moderated based upon your exam score. Your SAC mark should be equivalent to the highest exam score achieved at your school.
As for whether you're able to get a 40+ with those marks -- no, you wouldn't be able to get a 40+, unless you get an A+ on the exam (or a high A with high A+ SAC scores). But based on your SAC performance, there's no reason why you couldn't get an A+ on the exam.
For reference, I averaged 88% for my SACs (but ranked #1), and still received a study score of 43.

So if I stay at #1 and don't get the highest exam score, will my exam score get pushed up to the person who did get the highest score?
You got an awesome SS, i'd be very happy with a 43. So you got an A+ for your exam? Do you know what %?

Nope, your exam score will remain the same regardless of your SAC scores. But say for instance, you stay at #1 for Unit 3 & 4, and a person in your school gets a 100% on the exam whilst you get 85% on your exam.. You would receive their 100% for your SAC marks, but keep your exam score.
I ended up with an A+ A+ A+, my exam score pushed up my SACs basically. I haven't a clue what mark I got on the exam, but it's a very easy exam in that you can drop a lot of marks whilst still getting an A+. I really only did 30mins of revision straight before the exam and got those marks -- so I'm sure with some effort you'd have no problem geting an A+.

Last year the A+ threshold was 143/180 (71.5/90).

Wow thats a pretty low mark for an A+ standard (79%).. I'm really hoping for a 40 for this subject and i'm pretty confident I will get A+ on all SACs and an A/A+ on the exam. I just need to do heaps of practice exams to develop an understanding of all types of questions that could be asked because there seems to be a lot of stuff that could be tested. I also need to go over how to structure responses because I always seem to answer my IT questions partially which doesn't give me the full marks.

well the fact that you are already looking at practice exams means you are half way there to achieving a 40+ well done on your sac results and im sure you'll have no problem in attaining your goal. good luck and all the best :)

It's good that you're putting emphasis on the structure of your responses. Checking the assessment report could help in that department. But my main advice would be not to fall into the trap that many IT kids do, which is focusing on the technical side of things (i.e, the solution). Focus on putting the question into context, providing a solution and then emphasizing how this solution would satisfy an organisation's needs. I can give you an example of how I'd answer a question from last year's exam, if you'd like.
