why must a policy be made in consultation with stakeholders?

An organisation may require comment and feedback from affected stakeholders. As such changes can be made to make a policy more effective.

eg. If an organisation wants its employees to work longer hours, the Union (Stakeholder) will want to negotiate (comment and give feedback) for better working conditions for the employees.

Stakeholders are those who have an interest in OR are affected by decisions made by an LSO.
Hence, you have to consult them if you want them to stay on as a partner - otherwise
company loses shareholders = loss of money
company loses clients = loss of money
company loses support from employees = loss of money
etc etc
