i don't get why people say UoM's engineering is so shit and based on theories rather than practicals..

I can't really say much about environmental engineering. I know we have quite a bit of focus on it though. What I can tell you is that if you want to do it, you'll be much better off in environments than science. :)

And people say it's shit because they want to justify going to whichever uni they chose over Melbourne for whatever reason. The Melbourne course is very good and anybody who tells you it's rubbish and isn't from Melbourne is talking out of their arse. Whether or not it's better than other unis is another thing (and generally unanswerable), but saying any of the engineering courses from Melbourne, Monash or RMIT are sub-par is just ridiculous. :P
