What do they base your transfer request on ?

I looked at the Melbourne University Website and it says for mid-year transfers into Bachelor Of Science you need a minimum 85 enter score.

I'm not very good at how the UoM system works and what different stuff means but does this mean to transfer into that course I need a minimum 85 enter score even say I get 100% in my exams at say Deakin University.

Yes.  If you want to transfer based on your marks at uni, you need to wait until the end of the year.
2009 ENTER: 99.05
2014: BSci Hons (Microbiology/Immunology) at UoM
2015+: PhD (Immunology) at UoM

If this is your first semester at Deakin University and you want to apply for a mid year transfer, your ATAR will be looked at.  Uni marks may get a glance, but your ATAR will hold a higher weighting.

If you want to transfer at the end of the year for enrolment for next year, then you will need to apply through VTAC (same as the mid year process).  This time, both your uni marks and ATAR will be looked at.  If your ATAR still makes the Clearly-In but your uni marks are poor, there is still hope that you can receive and offer.  Also, your uni marks will hold a higher weighting than your ATAR so if your ATAR doesn't meet the Clearly-In but your uni marks are high, you will definitely be considered.

I think I covered all possible cases.

Thats a little shattering haha...i also applied for midyear. Say my ATAR was off by ~5 but i got the WAM melbourne stated they needed for midyear entry, i still wouldn't get in?
