Is it true that if you're good at English that you're much less likely to learn a foreign language?

Not sure. But there are people who learn a 'foreign' language (as their first language) and then learn English and are good at it. And its easier the more languages you know to learn new ones.

  I'm pretty confident in saying that's not the case, though correlation doesn't necessarily imply causation.

If you're good at English, it means that a. You possess the ability to manipulate and understand the usage of language and (often) b. That you have a broader, cultural awareness of the world.  Ergo, probably will do a second language.
