Hey in gel electrophoresis what's the role of the buffer?

Does it control ionization of acids in the gel? I mean does it make the gel conduct electricity by maintaining the pH at a certain level?

And also if anyone did an electrophoresis experiment, are there any systematic errors you could identify?
