NFD question

Hi guys,

Why does a large NFD require increased foreign investment in Australia?
The CAD needs to be financed by foreign borrowings and direct and portfolio investment...but why the NFD?

umm i think it could relate to loans from foreign banks, which for them is an investment as they make money on interest:S... maybe ...
