They aren't the same thing.
Courses like:
- visual and media arts
- multimedia and digital arts
- interior architecture
- architectural design
- industrial design
- fine art
- design

That's still The Arts :-/

Also, the market for it is terribly small. When you consider how little space the subjects you refer to take up in their VCE counterparts, their university equivalents will take up even less to the point where encompassing them within the pre-existing Arts board is a wiser option.
