how long do you think you need to work for before you can ask for a reference that will be useful?

It all depends on the relationship you built with your boss. I went through 3 different departments and 7 different bosses. Only one of them I easily built a relationship up so he would've been a reference for me within a week of working with him.
After two months you could always ask if they'll be your reference (only do this if you've worked with them and they actually know you)

Here come's my useful BM knowledge hahaha
Although employers don't have to give an employee a reference, if asked they must provide a statement of employment which outlines the jobs performed, the skills held etc. It doesn't have any personal reference about your work habits at all, so it is better if you haven't worked there for long.
Hope this helps, finally BM can be useful for something ahaha
