Could somebody if possible decipher the text/letter behind the front cover of the book The Line by Arch and Martin Flanagan?

I think its a letter from the governement of VIC, it seems like its not very important anyway.

yeah it is of no real significance. when i get home ill have a look at my copy and see if i can read it. has anyone tried googling it?

the line is one of my texts for encountering conflict and ive been stuggling to find resources on it. does anyone know where i could find materials that could assist me?
