Statistically speaking, parents with a higher-then-average IQ are more likely to have children with lower-then-average IQ.  Same works the other way too.

EDIT: Still, where's your source for this dcc? A quick googling didn't find anything that supported this =\

lol, I think he meant that in terms of probability it makes sense eg;

Let's say the IQ range is 0 ------> 140 for simplicity, and that it's discrete.
A parent with an IQ of 130 has a child. The child can have a lower IQ (0 to 129) or a higher one (131 to 140). The range of the lower IQ is larger more chance.

I interpreted it the same way so yeh, if it's relative to the population's average rather than the parent themselves, it's not a simple case of statistics =\

It might have been relative to the parent.  I read it a long time ago on an internet trawl, so I doubt I'd be able to find the page now :)
