I would probably say: On the whole the process is fair. All citizens are part of the law-making process, they all choose their reps, etc. however when the govt controls the majority in both houses the interested from the minority parties and the people they represent is not always able to be expressed as majority in both houses leads to less discussion and the passing of unpopular bills. EXAMPLE - John Howard Industrial Relation laws. The govt are however respresenting the majority of the people and their actions would be protected by the constitution so they are indeed acting reasonably and fairly.
