LA: Use of "Canberra" in reference to the Federal Government

I'm having trouble phrasing what the intended effect of referring to the government as "Canberra" is in "Retailers to redirect wrath to Canberra" (headline of an article about the GST on overseas online purchases issue).

What I can say -
It's easily recognised that Canberra is analogous to the Govt.
The usage of "canberra" frames the government as an amalgamated entity.

But as far as I can tell, the main point of using it is because it's more succinct than "the Federal Govt", which creates a short, sharp headline. It also avoids the connotation that a specific politician or party is being targeted, ie. it's more of a blanket term with political neutrality.

I wouldn't even bother with the Canberra bit, but you've pretty much got it - it's just an easier way to say it, and it fits in with the snappiness of the alliterated headline.

Yeah, I normally wouldn't bother with it, but I feel like I should mention it, because this is a two-article analysis, and both articles use Canberra in the headline. Thanks EZ.
