Centrelink doesn't take expenses into account, only income and assets.

http://www.centrelink.gov.au/internet/internet.nsf/payments/ya_iat.htm
http://www.centrelink.gov.au/internet/internet.nsf/payments/parent_income_iat.htm

Have a fish around their website, and give them a call if u think u're eligible.
Not sure bout Peninsula campus, but Centrelink camps out @ Clayton 9am-5pm 4 the 1st couple of weeks of semester.

I'm in the process of applying for Youth Allowance. I simply rang up, the lady submitted my intent to claim and I had to claim the payment online. I'm not sure how much I will actually get, but she said it will be more than my mum received in Family Tax Benefits (so, greater than $65 per fortnight). Have a look at this site: http://www.centrelink.gov.au/internet/internet.nsf/online_services/index.htm
On the right-hand side, it has a link to the rate estimater. It doesn't take into consideration your parents' income, but it gives you a rough estimate of what you might receive.

Hey there.
I get Youth Allowance..but thats because my parents are pensioners.
About $240 per fortnight since im 19...(Im also on a scholarship).
Im considering applying for another scholarship this year and if I happen to get it, my youth allowance will probably stop.
Centrelink is a pain in the ass sometimes.

I got a form after waiting in centrelink for half an hour (also found out I have to pay for my own insulin which sort of bugs me lol)  saying basically if your parents earn an average wage (around 45k a year combined), you get nothing, and they have to be earning basically nothing to be eligible for any meaningful amount. Thats if you are a dependent of course. (But this from memory...so eh lol)
Hmm...next year already. Well better set my goals and all...(raw)
