actuarial studies at melb or anu?

After taking a quick look at the ANU actuarial degree requirements, It looks like there is little difference between the two. I would recommend Melbourne as you can take a second major, whereas at ANU you take a bachelor of Actuarial Studies. If you are worried about the Melbourne Model, don't be. Most of your breadth will be taken in mathematics subjects. It might also be worth  your while to complete a concurrent diploma in mathematical sciences as you will be taking about 4 mathematics subjects anyway.

He is doing commerce, you can't do maths for breadth in that

I think a career as an actuary is pretty competitive regardless of where you go, and a degree both at Melbourne and ANU would be looked upon favourably (they are, after all, the only places where you can do actuarial studies). I guess the main question is where would you like to work afterward? I imagine with an ANU degree it would be easier to get a cadetship/job in the Canberra and Sydney area, and in Melbourne, you're more likely to get a job, well, in Melbourne. Maybe research the job market in these places in terms of type of firm and competition and pick whichever one appeals the most.

Also, with a 99.60, it wouldn't be unprecedented for you to get a later round scholarship with ANU, in which case I imagine both places would financially be fairly equal. The advantage of ANU would be the ability to do a double degree as well.

Actuarial students have some of their breadth automatically taken up as maths subjects. They also have a few breadth slots free which means they get to choose which subject to do, but there are restrictions on it, for example they can't take up maths as breadth. In other commerce degrees you can do as much maths as you want as breadth.

I thought at UoM, if you wanted to major in Actuarial studies, you can't choose a second major, ie. you can't do a double major.

I thought at UoM, if you wanted to major in Actuarial studies, you can't choose a second major, ie. you can't do a double major.

Hmmm, I just checked and it seems that you are correct. It is still possible to take all the subjects to do a second major, weird.

Yeah it's true unfortunately - I asked - apparently you can only do 1 major if you do Actuarial.
