Can I do well with these subjects?

Absolutely you can. You should not be picking subjects based on scaling.

If they interest you / you are good at them, picking them is a good first step to success. All the best

I'm wondering if I could still get an high 80s ATAR with these subjects although they mostly scale down? If I can work hard and if I picked these subjects based on what I enjoy/ am good at, can I still do well?

Can definitely do well with any subjects. I did Further, Psych, HHD, VCD, EngLang and BusMan. They all scale down - some considerably - aside from EngLang (which scales up very marginally). My ATAR was well into the 99s.

Usually scaling is dependent on the cohort, so one of the reasons subjects like spesh scale up so much is because only the people very good at maths do it, etc. The system is designed to be such that if you put equal work into different subjects where you have an equal skill, your scaled marks will be the same (ideally) regardless if they scale up or down. This means, choose what you're best at because you'll get the higher marks instead of choosing something that scales up and not enjoying yourself and not doing as well
